Informing the Establishment of a New Harbor District

CLIENT NEED

Strategic Earth will be assisting a government in gathering information about creating Harbor Districts in California. This project seeks to understand the pathways available for a government to own and operate a Harbor District that is well organized and has strong community ties.

STRATEGY

Strategic Earth will be conducting desktop research to learn about the goals, strategies, challenges, and policy frameworks of existing Harbor Districts in California, nationally, and internationally. Additionally, gaps and questions will be raised by reviewing the available information, informing conversations with Harbor District experts (e.g., harbor masters, harbor commissioners, elected officials) representing a diverse range of backgrounds and experiences.

KEY RESULTS AND OUTCOMES

Developing a summary that captured key findings from the desktop research and conversations with community leaders, including recommendations regarding the next steps for the local government in developing a Harbor District.
