CLIENT NEED

The state of California’s anticipated Kelp Restoration and Management Plan (KRMP) is aimed at developing a statewide, ecosystem-based, adaptive restoration and management plan for giant kelp (Macrocystis pyrifera) and bull kelp (Nereocystis luetkeana). Strategic Earth supports the Ocean Protection Council (OPC) and the California Department of Fish and Wildlife (CDFW) with project management and facilitation services to support KRMP planning and implementation. A top priority for the State of California is to provide Tribes the opportunity to inform the design and development of the KRMP’s process and outcomes, including co-management pathways if this is identified as a priority by California Tribes. 

STRATEGY

In addition to facilitation and project management support, Strategic Earth will help the state strengthen its relationships with Tribes to explore co-management and other stakeholders such as kelp farmers, urchin farmers, recreational divers, etc. These connections will be fostered and grown by convening Tribal Roundtable Listening Sessions, supporting CDFW and OPC with Government-to-Government consultation, and convening a KRMP Community Working Group. Our team’s thoughtful approach integrates our expertise in strategic project management, neutral facilitation, positive communications, and empathetic relationship-building to support CDFW and OPC in this multi-year project. 

KEY RESULTS AND OUTCOMES

An inclusive process in which all Tribal communities (coastal, non-coastal, leadership, traditional resource users), stakeholders, and interested members of the public have the opportunity to inform the development of the KRMP and have their voices heard. An informed and open dialogue with community about the opportunities, challenges, priorities, and concerns related to kelp restoration and management. Relationships are developed or strengthened among CDFW, OPC, Tribal communities, and target stakeholders. Recommendations report(s) from California Tribes and the KRMP Community Working Group to inform and guide the KRMP.
